Welfare Policies And Politics: A Study of Three Government Interventions in Andhra Pradesh, India.

This study is undertaken by Jos Mooij, as part of a programme of the Overseas Development Institute, entitled 'Livelihood Diversification for the Rural poor: Creating the capacity for a Strategic Response in South Asia'. 

 

This study focuses especially on how poverty-related programmes percolate down from design to implementation stage. Its focus is exclusively on Andhra Pradesh. Three policy areas are studied, namely the Public Distribution System (PDS), credit for women through self-help groups (DWCRA = Development of Women and Children in Rural Areas) and the government's response to the current crisis in the handloom weaving sector. The terms of reference specify that the report should include the following for each of these policies:

 
  1. Review of literature

  2. Analysis of ways in which these policies and programmes are operationalised within the public sector, outlining the various responsibilities, organizations and institutions relevant to these three policy areas.

  3. Identification of key themes and questions for further research as well as research methods for studying these issues, and

  4. Comparison of the three sets of policies in respect of politics of policy design, the process of implementation and effects of the policies.

The ultimate purpose of the report is to provide necessary guidelines for ODI's ongoing research in Medak, Chittoor and Krishna districts in which ODI is working in Andhra Pradesh.
