It is a collaborative project conducted at three institutes: viz, Centre for Development Research (ZEF, University of Bonn) Germany Indian Council for Research on International Economic Relations (ICRIER), New Delhi and Centre for Economic and social Studies, Hyderabad

 

The aim of this collaborative research project is to analyse the potentials of new institutional and economic approaches to health insurance for the poor in India. Two important changes impinge on health insurance in India: first, economic reforms have led to an opening up of insurance markets, and second, constitutional reforms resulted in delegation of powers to local government and communities in India. In this context new opportunities for improving the accessibility of health care to the poor can materialise. To facilitate it, the study has formulated a theoretical model on mutual health insurance schemes and discussed the possibilities for government and private sector intervention to overcome the problem of a limited risk pool. The results form theoretical modeling exercise shall guide empirical research in the next phase.
