Ministry of Rural Development, Government of India

India has registered a small increase in literacy rate from 52 per cent in 1991 to 65 per cent in 2001(provisional figures). Among females, the literacy rate increased from 39 percentage points in 1991 to 54 percent in 2001. Education is one of the important inputs of human capital formation enlisting people's participation in the development process. The enrolment of girls from scheduled castes and scheduled tribes has shown a marginal increase at the primary education stage and the dropout rates have shown a declining trend. However, there is still a long way to achieve the universalisation of elementary education.

The chief objectives of the study are to determine

(1) access to schooling,
(2) private costs of schooling,
(3) participatory dimension of children in all activities including schooling,
(4) reasons for non-participation of students in schooling system and
(5) role of institutions and the impact of incentive programmes.

The above issues will be incorporated in the survey questionnaires. The gender relations and socio-economic aspects of the households are examined in all the issues wherever relevant.
